What “51% Indigenous-owned” means

Many programs say the business must be at least 51% owned and controlled by Indigenous people. 51% means more than half.

Owned means Indigenous people own more than half of the business. Controlled means they make the big decisions and run it day to day.

The Government of Canada uses this rule for its Procurement Strategy for Indigenous Business (PSIB) + Indigenous Business Directory. The owners must be First Nations, Inuit or Métis. Getting listed can help you win government contracts.

Some programs use their own version. For example: CCIB Certified Indigenous Business (CIB) (at least 51%), Louis Riel Capital Corporation – Business Grant & Loan Program (at least 51% Métis-owned), and NACCA Indigenous Women Entrepreneurship Program (IWE) (more than 50% owned by Indigenous women).
